Kenya Railways hands over stalled Kibera project to State Department of Housing

Managing Director Phillip Mainga informed the Parliamentary Committee on Implementation that Kenya Railways had reached an agreement with the State Department of Housing and Urban Development to finalise the stalled units.

After 12 years of delays and two public petitions, Kenya Railways has officially handed over the Kibera housing project to the State Department of Housing, with work expected to resume soon.

The project, which began in 2013, stalled at 85 per cent completion when World Bank funding expired on September 30, 2015. Originally, it aimed to construct 4,380 social residential units and 3,445 business units for residents of Kibera and Mukuru.

Managing Director Phillip Mainga informed the Parliamentary Committee on Implementation that Kenya Railways had reached an agreement with the State Department of Housing and Urban Development to finalise the stalled units.

“Hon. Chair, this resettlement plan had a component to be funded by the government. When the funding from the government was not forthcoming, we got into an agreement with the State Department for Housing and Urban Development to complete the project,” Mainga said.

He further explained that the project was part of the World Bank’s East Africa Trade and Transportation Facilitation Project (EATTFP) and involved constructing Relocation Action Units to clear historical encroachments along the metre gauge railway reserve.

Committee members, led by Session Chairperson Hilary Kosgei, requested formal documentation proving that Kenya Railways had handed over the project to the State Department.

“Mr Mainga, this Committee requires you to submit a copy of the handover notes to the State Department of Housing, so we can append it to our report to the House. After that, going forward, we shall follow up on this matter with the Principal Secretary and not yourself,” Kosgei stated.

Pension Payment Resolution

On the second petition, concerning delayed pensions, Mainga confirmed that the retired employee, Mocheo, had been paid all dues and arrears from May 2010 to April 30, 2025, totalling Sh622,969.79, along with his May 2025 pension. The payment was made directly into his Equity Bank account in the Kisii Branch.

The meeting was also attended by members of the Implementation Committee from Bungoma County Assembly, who were visiting the National Assembly on a study tour.
