Government seeks public input on new anti-terrorism regulations

The Ministry has authorised the Financial Reporting Centre to coordinate the public participation exercise and has called on stakeholders and members of the public to submit comments on the draft regulations in a prescribed format.

Kenyans have been invited to review and comment on proposed terrorism regulations developed by the Ministry of Interior and National Administration.
In a notice, Interior Cabinet Secretary Kipchumba Murkomen said the regulations are intended to strengthen the country’s framework for combating terrorism and terrorism financing.
The regulations include the draft Prevention of Terrorism (Implementation of the United Nations Security Council Resolutions on the Suppression of Terrorism) Regulations, 2026. The draft regulations aim to align Kenya’s domestic regime with international best practice on combating terrorism and terrorism financing.
The draft regulations can be accessed on the Ministry’s website and the Financial Reporting Centre website at www.interior.go.ke and www.fro.go.ke.
The Ministry said it is carrying out public participation in line with Article 10(2) of the Constitution of Kenya, 2010, and has invited members of the public to attend town hall meetings scheduled across the country.

The meetings will be held in regional clusters beginning Monday, June 22, 2026.
In Nyeri, the forum will bring together Nyeri, Murang’a, Kirinyaga and Embu counties at Nyeri Cultural Centre from 9:00 am to 1:00 pm on Monday, June 22, 2026.
On the same day, the Nakuru cluster will cover Nakuru, Laikipia, Nyandarua, Baringo, Narok and Samburu counties at Egerton University, Njoro, between 9:00 am and 1:00 pm.
On Wednesday, June 24, 2026, the Garissa cluster meeting will bring together Garissa, Isiolo, Wajir, Mandera, Meru, Tharaka Nithi and Marsabit counties at the Government Guest House in Garissa from 9:00 am to 1:00 pm.
Also on June 24, the Kisumu cluster will gather Kisumu, Siaya, Vihiga, Kericho, Kisii, Migori, Homa Bay, Nyamira, Bomet, Kakamega, Busia and Bungoma counties at the Kisumu Hotel between 9:00 am and 1:00 pm.
The Nairobi cluster meeting is set for Friday, June 26, 2026, at the Kenyatta International Conference Centre (KICC), bringing together Nairobi, Kiambu, Kajiado, Machakos, Kitui and Makueni counties from 9:00 am to 1:00 pm.
On Monday, June 29, 2026, the Eldoret cluster will cover Uasin Gishu, Nandi, Elgeyo Marakwet, Trans Nzoia, West Pokot and Turkana counties at Eldoret Polytechnic from 9:00 am to 1:00 pm.
On the same day, the Mombasa cluster will bring together Mombasa, Kwale, Kilifi, Lamu, Taita Taveta and Tana River counties at Mombasa Beach Hotel between 9:00 am and 1:00 pm.
The Ministry has authorised the Financial Reporting Centre to coordinate the public participation exercise and has called on stakeholders and members of the public to submit comments on the draft regulations in a prescribed format.
The format requires submissions to indicate the regulation or clause, issues of concern, justification and recommendation.
Written comments and memoranda may be sent to [email protected] or delivered by hand to the Financial Reporting Centre at the 13th Floor, Old Mutual Towers, Upper Hill.
“All submissions must be received on or before Friday, June 19, 2026, at 5:00 pm,” reads the notice.
