President Ruto receives key AU reform proposals ahead of Luanda Summit

During the meeting, the panel handed over a consolidated report detailing a range of reform recommendations aimed at strengthening the AU’s governance, peace, and security systems.

A high-level panel has presented President William Ruto with key recommendations on African Union (AU) reforms, including revitalising peace frameworks, sustainable financing, and operationalising the African Court of Justice.

These proposals will guide discussions at the Special Summit on African Union Reforms set for November 26 in Luanda, Angola.

President Ruto, who serves as the AU Champion for Institutional Reforms, met the panel on November 11, 2025, during a session that brought together members of the High-Level Panel on AU Governance, Peace and Security, the High Representative on Financing the Union, and top officials from the AU Commission.

The meeting was also attended by officials from the Kenya Mission in Addis Ababa and senior staff from the Ministry of Foreign Affairs, led by the Principal Secretary and the Special Envoy for AU Institutional Reform.

During the meeting, the panel handed over a consolidated report detailing a range of reform recommendations aimed at strengthening the AU’s governance, peace, and security systems.

The proposals cover the revitalisation of peace and security frameworks, creation of sustainable financing mechanisms for the Union, full operationalization of the African Court of Justice, and restructuring of the AU Assembly’s format and agenda to make it more efficient.

The experts also proposed clear categorisation of decisions made by the AU Assembly and the Executive Council in line with the Rules of Procedure, to ensure better follow-up and accountability among Member States.

According to the panel, revitalising the African Governance Architecture (AGA) and the African Peace and Security Architecture (APSA) is essential to address the continent’s growing and complex challenges.

“The African Union must remain proactive and responsive to emerging governance and security needs,” the experts noted in their report.

They further emphasised the importance of repositioning Africa amid ongoing global geopolitical shifts, calling for a renewed spirit of Pan-Africanism and collective responsibility among Member States.

President Ruto welcomed the recommendations, saying the reform process was critical for building a stronger, more effective Union.

“We must ensure that the African Union is prepared to meet both present and future challenges, and that our reforms deliver tangible benefits for all Africans,” he said.

The meeting also demonstrated the need for adequate and predictable financing of AU programs to reduce dependence on external partners.

Participants stressed that Member States should renew their commitment to funding and implementing the reforms to make the AU more independent and self-reliant.

In addition, the experts called for political will and unity of purpose across the continent to accelerate the completion of the reform process and achieve a Union that can deliver on the goals of Agenda 2063.

They said the proposed reforms would make the AU more efficient, credible, and capable of driving Africa’s long-term vision of peace, prosperity, and integration.

As AU Champion for Institutional Reforms, President Ruto is expected to present the panel’s recommendations at the upcoming Luanda summit, where heads of state and government will deliberate on the next steps in advancing the continent’s reform agenda.
