CSs Ruku, Ogamba, Mugaa make key appointments across public institutions

In the Ministry of Public Service, Cabinet Secretary Geoffrey Ruku appointed Lewis Nyaribo Oburu as a member of the Institute of Human Resource Management (IHRM) Council. Oburu will represent the Nyanza and Western regions for a term of three years.
Top officials in the Public Service, Education, and Water ministries have reshuffled leadership at major public institutions through appointments published in a gazette notice, as part of efforts to maintain stability and regional balance. All appointments take effect from July 18, 2025.
In the Ministry of Public Service, Cabinet Secretary Geoffrey Ruku appointed Lewis Nyaribo Oburu as a member of the Institute of Human Resource Management (IHRM) Council. Oburu will represent the Nyanza and Western regions for a term of three years.

Prior to the appointment, Oburu served in the County Government of Kisii.
In the education docket, Cabinet Secretary Julius Migos Ogamba appointed Professor Shem Wandiga as Chairperson of the Council of Jaramogi Oginga Odinga University of Science and Technology (JOOUST), also for a three-year term.
Professor Wandiga is a respected chemist and academic leader. His past roles include Chancellor of Egerton University, Dean of the College of Scholars at the African Centre for Technology Studies (ACTS), and a member of ACTS' governing council.
At the Ministry of Water, Cabinet Secretary Eric Mugaa reappointed Bernard Kipsengeret Koros, Simon Ngugi Mwihaki, and Rodgers Chepkwony to the National Water Harvesting and Storage Authority for another three-year term.
