Prisons service introduces new ranks as 539 officers are promoted in major reforms

The move saw 539 officers promoted to various ranks earlier this week amongst them; Senior Assistant Commissioner General of Prisons (SACGP), Assistant Commissioner General of Prisons (ACGP), Commissioner of Prisons (CP), Superintendent of Prisons (SP) and Assistant Superintendent of Prisons (ASP).
The Kenya Prisons Service (KPS) has made changes within its ranking system to align it with that of the National Police Service (NPS), as per the recommendations of the Retired Chief Justice David Maraga's Taskforce on police and prison reforms.
The changes have seen a new rank introduced, two merged and two others de-linked to provide a clear distinction between them.

The rank of assistant Superintendent of Prisons (ASP) has been introduced and gazetted while that of the Commissioner of Prisons (CP) and that of Deputy Commissioner of Prisons (DCP) have been merged to form this new rank.
This change harmonizes the ranking system of the Kenya Prisons Service with that of the National Police Service.
At the same time, the ranks of Inspector of Prisons have been de-linked from the Senior Sergeant rank, creating a clearer distinction between the two ranks.

The changes made in the last six months demonstrate a commitment to enhancing the career progression of the officers, a number of whom have stagnated in the same rank for a while.
The department said the changes further underscore the Kenya Prisons Service's dedication to professional development, improved ranking structures, and better service delivery and mark the first of a series of promotions under the leadership of the newly appointed Commissioner General of Prisons, Patrick Aranduh.
The task force had recommended the Commissioner General of Prisons (CGP), in consultation with the Public Service Commission (PSC), should formulate Career Progression Guidelines that will address issues of stagnation of KPS officers.
"The State Department responsible for the Service should review and implement the recommendations of PSC and SRC regarding the alignment of job groups in the Service, pay groups, and salary scales to align with those of the NPS. The National Police Service Commission (NPSC) created the rank of ASP, which is not in the KPS ranks.
To align the ranks in the two services, there is a need to create a corresponding rank in KPS. The Taskforce, therefore, recommends the introduction of the rank of ASP to address the disharmony in the ranks and job groups in the two Services," the report states.
