In 2021, the station registered 32 cases of unlawful executions, with the number reducing to 11 in 2022 while no single incident was reported in 2023.
Missing Voices further reported that the number of victims of enforced disappearances also decreased, from 22 in 2022 to 10 last year.
The judgment resulted from legal action taken by Muslims for Human Rights (MUHURI) against the National Police Service, Director of Public Prosecutions, and Attorney General in the public's interest.
Torture has manifested in the form of extrajudicial killings, enforced disappearances and, most recently, the suspected cultish activities of self-proclaimed pastor Paul Mackenzie.
"A total of 67 persons were killed by police in public order policing between January and September 2023. Out of these, 51 were killed in five days in July," the report stated.
Constable David Mwongela was found guilty of killing 24-year-old Ahmed Majid in 2020.
