Communications Authority calls for public input on overhaul of telecoms licensing framework

The Unified Licensing Framework, last updated in 2014, has served as the foundation for regulating telecommunications, e-commerce, cyber security, broadcasting, and postal services in Kenya.
The Communications Authority of Kenya (CA) is seeking public input as it begins a review of the country's telecommunications market structure. The aim is to make the sector more competitive, transparent, and in line with current industry trends.
The review, which will centre on Kenya's Unified Licensing Framework (ULF), is open for comments from stakeholders and the public until January 23, 2025.

David Mugonyi, Director General and CEO of the Communications Authority of Kenya stated in a notice on Monday that the review aims to tackle operational barriers and enhance the regulatory environment for Kenya’s rapidly evolving ICT sector.
"We are committed to ensuring the market remains dynamic and fair for operators and consumers. This review provides an opportunity to align our licensing structure with emerging industry needs," he said.

However, as the ICT landscape continues to evolve, the Communications Authority recognises the need to address barriers to market entry and operational challenges.
"The objective of this review is to clarify the scope of various licences and propose new licensing areas to keep pace with the rapidly changing digital ecosystem. We are also keen to remove any obstacles that might hinder new entrants or slow innovation in the sector," Mugonyi added.
The public consultation process will allow stakeholders, including telecom operators, industry experts, and members of the general public, to submit proposals for improving the ULF.
The Communications Authority has made a public consultation document and submission guidelines available on its website to facilitate participation.
Interested parties can send their feedback to the official email address provided, ensuring that all perspectives are considered in shaping the future of Kenya's ICT regulations.
The telecommunications market review comes at a pivotal time as Kenya experiences growing investment in the digital economy, with technologies such as 5G, mobile payments, and e-commerce gaining significant traction.
The Communications Authority has also emphasised its commitment to protecting consumer interests while fostering innovation and competition in the telecommunications sector.
