Ruto receives list of PS candidates amidst looming reshuffle

Anxiety is growing over a looming reshuffle as President William Ruto receives a list of successful candidates from the recently concluded interviews for Principal Secretaries (PSs), signalling possible changes in his administration.

It is believed that the list was submitted a few days ago for the President's consideration.

Public Service Commission, under chairman Anthony Muchiri, interviewed 109 applicants in an exercise that ended on January 31, 2024.

With nothing much said on the list, it is perceived that loyalty, performance, and political realignments ahead of the 2027 elections could influence the appointments.

The anticipated reshuffle has triggered anxiety, especially among PSs perceived to be allies of former Deputy President Rigathi Gachagua.

New allies

Those accused of underperformance are also at risk of being dropped as President Ruto seeks to bring in new allies, including those linked to opposition leader Raila Odinga.

President Ruto has previously hinted at forming a broad-based government and has shown interest in working with former Prime Minister Raila Odinga, a factor that could shape the selection of new PSs.

Some of the interviewed candidates were reportedly invited to apply for the positions. Among the 109 applicants were former Nairobi Governor Ann Kananu and ex-MPs Wilson Sossion, Abdullahi Diriye, Fatuma Ibrahim Ali, Andrew Toboso, and Ahmed Ibrahim.

The Principal Secretary will serve as the State Department's Accounting and Authorised Officer.

Their responsibilities will include enacting government policies, strategic plans, and intergovernmental programmes and projects.

They will also be in charge of creating and implementing effective performance management systems, ensuring the efficient use of financial, human, and other resources, and submitting statutory reports as needed.

In addition, they will be responsible for promoting the constitutional values and principles outlined in Articles 10 and 232 in the State Department's operations.

To be considered for the position, candidates must meet certain qualifications.
