Nairobi CECs to face MCAs in county assembly under new transparency rules

A weekly programme detailing scheduled appearances of executives, committee meetings, and other assembly business will be published on the county website and shared with MCAs, sectors, and the media every Friday.

Nairobi County Executive Committee (CEC) members will now be required to respond to questions raised by ward representatives in the full county assembly, following a rule change approved by the assembly’s rules committee.

This development marks a shift in how CECs engage with the assembly, moving from closed committee sessions to direct interaction in the plenary.

The committee, led by County Assembly Speaker Kennedy Ng’ondi, has endorsed changes to the standing orders, which were expected to be adopted by the assembly this week.

The new approach mirrors recent changes in the National Assembly, where Cabinet secretaries now respond to questions, though not from the floor of the House.

Under the revised Standing Order 47, MCAs can propose questions, name the specific executive to respond, and indicate the urgency. The Speaker will then decide how each matter will be addressed.

“The clerk shall prepare and publish on the county assembly website a weekly programme showing the business of the county assembly, a tentative list of county executive committee members scheduled to reply to questions…” the guidelines read.

MCAs commended the changes as an important step in ensuring transparency and accountability.

They said this will allow the executives to respond directly to residents’ concerns as raised by elected leaders.
