Mungatana champions job security for County Executive Committee members

Advocating for legislation to bolster the autonomy of CECs, Mungatana called for a raised threshold for their removal.

Tana River Senator Danson Mungatana is pushing for the strengthening of  County Executive Committee (CEC) members' job security to prevent their arbitrary removal.

Backing a Senate Bill to raise the bar for removing CECs, Mungatana emphasised the necessity of protecting these officials from interference by county assemblies and governors.

He cited instances where such interference has impeded CECs from effectively carrying out their duties, recounting incidents where governors ordered the retrieval of vehicles, leaving CECs stranded after official engagements.

“We have had experiences where a CEC has gone for a formal engagement with the county vehicle but the governor requests for the vehicle before the CEC finishes the work. The CEC is then left stranded,” he said.

Mungatana stressed the importance of upholding the roles of CECs in local governance and ensuring they can operate without fear or bias.

He particularly highlighted the significance of safeguarding development budgets from governors' arbitrary reallocation, which undermines the essence of devolution.

He said protecting CECs from undue interference is crucial for them to effectively execute their duties in line with the principles of devolution.

"We need to protect CECs so that they can execute their duties without undue interference. It should not be easy for governors to strip them of their development budgets, as this goes against the principles of devolution," he said.
