KPA to manage parking fees for Mombasa County

According to KPA this designation aims to streamline the collection process and ensure efficient revenue management within the county.

The Mombasa County Government has tasked the Kenya Ports Authority with handling the collection of parking charges for heavy and commercial vehicles used by port users within the county.

Starting May 15, 2024, the Kenya Ports Authority (KPA) will undertake the collection of parking fees for heavy and commercial vehicles utilised by port users within Mombasa County.

This applies to Grain Bulk Handling Limited, AGOL Limited, Empty Container Depots, Refineries, and other port users who utilize port terminals but do not enter port premises.

According to Captain William Ruto, the Managing Director of KPA, this designation aims to streamline the collection process and ensure efficient revenue management within the county.

The fee structure entails $2 per 100 tonnes based on a ship's gross registered tonnage with a minimum charge of $200 and a maximum of $1,500 for every seven days.

Further, in accordance with the Mombasa County Solid Waste Management (Amendment) Act 2023, KPA will also begin collecting charges for solid waste disposal on marine vessels docked at the Port of Mombasa.

Exemptions

These charges, also become effective May 15, 2024, with exemptions for specific vessel types and government-owned ships not engaged in commercial activities.

They include ships owned or operated by the Government other than those engaged in commercial transactions, ships owned or operated by the Kenya Ports Authority, authorised ferries plying as exclusively within the harbour, ships of less than five hundred gross registered tonnage and ships trading between ports in Kenya

“The Mombasa County Solid Waste Management (Amendment) Act 2023 mandates the County Government of Mombasa to levy charges for solid waste management on ships that dock at the Port of Mombasa. Consequently, with effect from 15th May 2024, the Kenya Ports Authority will commence the collection of charges for solid waste on marine vessels on behalf of the County Government of Mombasa,” a press statement by Captain Ruto read.

Port users have been urged to cooperate with KPA in adhering to the prescribed regulations and directing inquiries to Affan Mohamed, Director of Revenue, County Department of Finance and Economic Planning, for further clarification.

“All port users are advised to note and cooperate with the Kenya Ports Authority in this endeavour and adhere to the prescribed parking fee regulations,” Captain Ruto said.
