MPs threaten action against CDF managers from North Horr, Moyale, Laisamis over poor records

Committee chairperson Gideon Mulyungi expressed deep concern over the pattern of poor accountability, saying the committee will no longer tolerate managers who arrive unprepared or unaware of what is in their own reports.

The National Assembly has raised the alarm over persistent failures by NG-CDF account managers to properly respond to audit queries, with lawmakers threatening action against officers who appear unprepared or unable to account for public funds.

The Decentralised Funds Accounts Committee, meeting on Friday in Nairobi, confronted fund managers from North Horr, Moyale, and Laisamis constituencies for failing to provide adequate documentation and explanations regarding their financial statements from the 2013/2014 to 2022/2023 financial years.

Committee chairperson Gideon Mulyungi expressed deep concern over the pattern of poor accountability, saying the committee will no longer tolerate managers who arrive unprepared or unaware of what is in their own reports.

“We shall be taking action against the incompetence displayed by some of the account managers that have appeared here previously, and today,” Mulyungi warned.

“This committee may have to compel the CEO to attend every meeting with these constituencies if this is going to be the trend,” he added.

David Mboni from Kitui Rural described the managers’ conduct as lax and unacceptable.

“There is extreme laxity on the part of the Managers and something has to be done. The NG-CDF Board must address the disconnect between the managers and the actual fund management on the ground. We cannot have a manager come before us and claim the report he is reading was compiled by other people so he doesn’t understand the contents,” he said.

He further urged the Clerk of the National Assembly to write to the NG-CDF Board CEO to formally raise concerns about underperforming staff.

“The Clerk of the National Assembly should write to the Board CEO to formally lodge complaints against underperforming Managers. They have to be called out on their incompetencies,” Mboni added.

NG-CDF Board CEO Yusuf Mbuno was also criticised for failing to ensure proper supervision of the managers employed by the board.

MPs said his office must take responsibility for repeated complaints about poor performance.

Meru’s Dorothy Muthoni, while chairing a session involving the Moyale team, was shocked by their lack of understanding of audit issues raised by the Auditor General.

She said it was unfair to other constituencies for the same teams to be called back repeatedly over avoidable issues.

“We have 290 Constituencies and 47 NGAAF Accounts to audit, so we cannot afford to keep calling one Constituency to appear before us repeatedly due to lack of seriousness and commitment to deliver their mandates,” Muthoni said.

The committee urged all fund managers to treat audit queries with urgency and to provide timely and complete submissions going forward, warning that further delays and negligence would attract disciplinary action.
