Kabogo denies Ruto targeting Mt Kenya civil servants, blames Gachagua for divisive politics

Kabogo, who came out guns blazing, accused Gachagua of sowing seeds of discord in the country by claiming that Ruto is orchestrating a purge of Mt Kenya professionals from government.

Information and Technology Cabinet Secretary William Kabogo on Tuesday vehemently defended the decision to remove ICT Authority CEO Stanley Kamanguya from office, stating that the move had nothing to do with ethnic profiling or political targeting by President William Ruto’s administration, as alleged by former Deputy President Rigathi Gachagua.

Kabogo dismissed claims that President William Ruto’s administration is targeting civil servants from the Mt Kenya region, calling the allegations misleading and divisive.

Kabogo, who came out guns blazing, accused Gachagua of sowing seeds of discord in the country by claiming that Ruto is orchestrating a purge of Mt Kenya professionals from government.

"I want to clearly state here that President William Ruto has not instructed us to remove from office civil servants from the Mt Kenya region. Claims by former Deputy President Rigathi Gachagua that Ruto is targeting civil servants from the Mt Kenya region are wrong and misleading," said Kabogo.

The CS clarified that Ruto has no hand in how Cabinet Secretaries run their dockets and dismissed accusations that the President influenced Kamanguya's sacking.

Purge on civil servants

"The president has no hand at all in how we run our ministries. Claims by Gachagua that there's a purge on civil servants from the Mt Kenya region should be ignored," added Kabogo.

The matter of civil servants from the Mt Kenya region being sacked emanated from the former deputy president, who is currently on a tour of the United States of America.

On July 1st, the High Court issued temporary orders barring the ICT Authority Board from terminating Kamanguya's employment pending the hearing and determination of a petition he has filed.

Justice Nduma Nderi certified the matter as urgent and directed that the petition be served and responded to within five days.

"Meanwhile, an injunction is issued restraining the Board from discussing the matter of the petitioner's reappointment, pending the hearing and determination of this application," the court ordered.

Reappointment

In his petition, Kamanguya states that on March 6, 2025, the board of directors approved and recommended his reappointment to the Cabinet Secretary for ICT and the Digital Economy for a new term beginning August 8, 2025.

He further claims that on March 10, 2025, the Cabinet Secretary formally reappointed him in line with the Board's recommendation.

"The question concerning the petitioner's reappointment as CEO of the ICT Authority is currently pending before the court," the court documents state.

Despite this ongoing legal dispute, Kamanguya alleges that the ICT Authority Board had issued a notice for a special meeting whose agenda included a discussion on the minutes of the board meeting regarding his reappointment.

Kamanguya argues that proceeding with such discussions while the matter is before the court would be unlawful and prejudicial.

Kabogo accused Gachagua of harbouring bitterness, warning that he needs to be restrained as his remarks are bordering on evoking ethnic tensions.

Gachagua has accused President Ruto of profiling the Kikuyu community through targeted criminal operations.

In Gachagua's words, Ruto profiled Kikuyus in the 2007 post-election violence, and is back to finish his mission during his tenure as president.

"History is repeating itself, and the architect William Ruto is back on the deck. He is hell-bent to finish his unfinished business with the people of Mt Kenya. Destroy their businesses and make them black sheep of Kenya," stated Gachagua.

According to the former DP, the targeted profiling of the Kikuyu community is being carried out through the destruction of their businesses to sabotage them economically.
