Garissa Governor Nathif Jama grilled by EACC over alleged Sh1.2 billion graft allegations

Garissa Governor Nathif Jama has appeared before the Ethics and Anti-Corruption Commission (EACC) to record a statement in connection with an ongoing probe into the alleged misappropriation of Sh1.2 billion in public funds.

The Governor was summoned via a letter dated August 19, 2025, to respond to allegations involving the embezzlement of county funds and irregular hiring practices within the Garissa County Government between October 2022 and June 2024.

"The Commission is investigating allegations of embezzlement of public funds and irregular recruitment of employees by Garissa County Government from October 2022 to June 2024," stated the EACC in the letter.

Central to the investigation are claims of irregular staff recruitment and the disbursement of over Sh700 million in salaries to ghost workers—non-existent employees allegedly on the county payroll.

Governor Nathif is also facing scrutiny over possible conflict of interest in the awarding of contracts totalling Sh265 million to Takaful Insurance of Africa Ltd and Tina Gardens Hotel—two firms reportedly linked to him.

Additional concerns raised by the commission include the Sh188 million tender awarded to Jubalink Logistics and Transport Company for the construction of a pavilion and perimeter wall at Garissa Primary School, as well as a Sh110 million contract granted to Remera Investments Limited for the construction of a terminal wing at Garissa Airstrip.

Investigations are ongoing as the EACC seeks to establish the extent of any wrongdoing and recover any public funds lost in the process.
