Media Council urges MPs to fast-track amendments to strengthen journalism regulation

The Media Council of Kenya (MCK) has called on Members of Parliament to fast-track amendments to the Media Council Act 2023, saying the changes are critical to strengthening the council’s mandate and aligning journalism regulation with emerging challenges.

Appearing before the National Assembly’s Departmental Committee on Communication, Information and Innovation, MCK Chief Executive Officer David Omwoyo said the amendments would address legislative gaps, empower the council to handle violations of the code of conduct more effectively, and bring its work in line with the new Code of Conduct for Media Practice 2025.

“The proposed changes, already submitted to the Ministry of ICT and the Digital Economy, will clarify the Council’s functions and bolster its regulatory authority,” Omwoyo told MPs.

He said the Council recently reviewed its journalism code of conduct following a High Court directive, adding new provisions covering child protection, digital journalism, artificial intelligence, and gaming.

Omwoyo reported that MCK currently operates six regional media hubs in Malindi, Mombasa, Busia, Kisumu, Eldoret and Kisii, supporting over 2,900 accredited journalists.

He added that 9,023 journalists have been accredited to date, 84 violation cases documented, and several rapid-response interventions executed to safeguard press freedom.

Committee Chairperson John Kiarie praised the council’s work and pledged parliamentary support in refining legislation and advancing media literacy.

He urged MCK to work closely with the committee in creating subsidiary legislation and to deepen public participation to enrich the proposed amendments.

“Our role as a committee is to ensure the successful execution of legislative tasks by providing a hands-on approach, expertise, and best practices,” he emphasised.

“We offer to ensure ethical journalism through practical legislative support. We also urge the Council to tap into local innovation for the proposed media monitoring system. Kenya has young talent capable of building these solutions,” he added.
