Education Ministry introduces new system to streamline data access, policy-making

Education Cabinet Secretary Ezekiel Machogu said the system will be a single source of truth and a one-stop shop for all information about learners and other critical aspects of education.

The Ministry of Education is introducing a comprehensive data management system to streamline and centralise information across all levels of the education system.

The system dubbed, Kenya Education Management System (KEMIS) will hold information from pre-primary, junior, and senior schools, middle-level colleges, and university institutions for purposes of planning and policy-making.

“This system will guarantee access to accurate data for planning and strategic decision-making on various aspects of education. It will harmonise the management of data on education from Early Grade levels to higher education,” he said.

The announcement follows a meeting held on Wednesday at the Kenya Institute of Curriculum Development (KICD) between the CS and various education stakeholders.

According to Machogu, KEMIS aims to integrate data from the National Education Management System (NEMIS), Technical Vocational Education Management Information System (TVET-MIS), and Higher Education Management Information System (HEMIS).

This integration, he said, will allow for the tracking of all learners from pre-primary to university education.

Among the stakeholders present during the engagement forum were Vice-Chancellor's Committee Chairman Daniel Mugendi, Chief Executive Officers from state corporations in the Ministry, officials from the Kenya Primary School Heads Association and the Kenya Heads of Secondary Schools.

The Presidential Working Party on Educational Reforms had recommended KEMIS, to capture data for all learners in basic education institutions.

According to the reform party, where a learner is not registerable due to reasons which may include; lack of national identity card or being above 18 years old, the county director of education shall handle each case on its merit and where the reasons given are merited, the learner will be registered on KEMIS.

In addition, the group proposed the implementation of penalties for falsifying data, addressing concerns about ineligible individuals being admitted into the system.

The group noted that those above 18 years are not admissible in the system, due to instances of falsification of information.
