Isiolo County Clerk suspended for 30 days over corruption, abuse of office

Boru is said to have failed to provide monthly requisitions for April and May 2025 to the Controller of Budget and also failed to furnish the County Assembly Service Board with the necessary expenditure reports.

Isiolo County Assembly Clerk Salad Boru has been directed to proceed on a 30-day compulsory leave effective June 16, 2025, over allegations of financial impropriety and gross misconduct.

In a notice on Monday, County Assembly Service Board Chairman and Speaker Mohamed Roba Koto said the move is intended to facilitate an impartial internal administrative process without interference.

“This action has been necessitated by the following allegation,” the notice reads in part, outlining serious accusations facing the Clerk.

According to the Board, Boru failed to provide monthly requisitions for April and May 2025 to the Controller of Budget and also failed to furnish the County Assembly Service Board with the necessary expenditure reports. He is further accused of failing to table the expenditure plan for the 2024/2025 financial year, a legal requirement under public finance laws.

Other allegations include gross financial impropriety, violation of the Public Procurement and Asset Disposal Act, corruption, and abuse of office. The Board also cites absenteeism, a lack of coordination of regular management meetings, and frequent inconsistencies between internet banking data and the Controller of Budget reports.

The Speaker also noted that the Clerk allegedly refused to provide payment advice for a specific month as requested by the Board Chairperson, and that he erroneously paid allowances and other benefits to himself, resulting in the loss of public funds.

“You have incurred a pecuniary liability in respect to the conduct,” the notice states, accusing Boru of neglect and fault that led to financial loss.

Further, the Clerk is said to have failed to ensure the timely disbursement of salaries and allowances to both members and staff of the Assembly, and to have delayed remittance of statutory deductions, including National Health Insurance Fund (NHIF), National Social Security Fund (NSSF), and pension contributions.

Discrepancies were also noted in the cash transferred to the Isiolo County Assembly accounts and the allocation recorded by the Controller of Budget.

“The compulsory leave is intended to allow for an impartial and uninterrupted process, and it is in the interest of good governance and administrative fairness,” the notice states.

During the leave, the Board said Boru is not expected to report to work unless officially summoned, but is required to remain available for any clarifications.

“Your full benefits and entitlements shall continue as per your terms of service, unless advised otherwise,” Koto said.

The Clerk has been instructed to report any developments or requirements in writing as the administrative process continues.

“We count on your cooperation during this period,” the Speaker said.
