Mandera deputy governor becomes acting governor as Mohamed goes on Hajj pilgrimage

Ali will oversee county affairs until the governor’s expected return on June 17, with limited executive powers as outlined by the Constitution and the County Governments Act.

Mandera Deputy Governor Ali Maalim Mohamud has officially taken over as acting governor after Governor Mohamed Adan Khalif left on May 28 for the Hajj pilgrimage.

Ali will oversee county affairs until the governor’s expected return on June 17, with limited executive powers as outlined by the Constitution and the County Governments Act.

Governor Mohamed, in an official communication to county officials and leadership, announced that he would be away from both Mandera County and the country to fulfil the religious obligations of Hajj.

In line with Article 179(5) of the Constitution of Kenya (2010) and Section 32(2) of the County Governments Act (Cap 265), he designated his deputy, Ali, to deputise him and act in his stead during the period of absence.

The governor said the handover was made to ensure administrative continuity and the smooth running of county affairs.

He noted that while Ali would perform gubernatorial duties, he would have no certain powers, such as the appointment or dismissal of County Executive Committee Members and other public officers.

“In accordance with Section 32(4) of the County Governments Act, the Deputy Governor, while acting as Governor, shall not exercise powers that are restricted by the Constitution or any written law, including the appointment or dismissal of County Executive Committee Members or other public officers, as are assigned to the governor,” stated the governor.

Ali, in an acknowledgement statement, confirmed receipt of the delegation and committed to discharge the responsibilities entrusted to him under the Constitution and applicable laws.

He pledged to uphold the rule of law and maintain effective governance throughout the Governor’s temporary absence.

Copies of the communication were forwarded to the Council of Governors and the county commissioner, underscoring the formal and procedural nature of the transition.

Ali's stewardship of the county during this time is expected to focus on maintaining stability, continuity of services, and effective coordination among county departments until Governor Mohamed resumes duty on June 17, 2025.
