Nairobi County issues 60-day ultimatum to unpaid, undeveloped plot owners

The affected plots lie within site and service schemes, regularised informal settlements and various infills across the city.

The Nairobi County Government has issued a 60-day ultimatum to plot owners whose parcels remain unpaid for or undeveloped, warning of repossession and reallocation should they fail to comply with new settlement directives.

In a notice, Head of County Public Service Godfrey Akumali said the affected plots lie within site and service schemes, regularised informal settlements and various infills across the city.

“It has come to the attention of the Nairobi City County Government that there are several plots within Nairobi City County Site and Service Schemes, Regularised Informal Settlements and infills (county-allotted land) which remain unpaid for and undeveloped contrary to their conditions of offer,” Akumali said.

He noted that county-allotted land is meant to serve specific urban functions in response to the prevailing needs of urban communities at the time of allocation and should not be held for speculative purposes.

“Moreover, county-allotted land is offered under clear terms and conditions which, among other things, require the beneficiaries to pay all stipulated plot dues and carry out permissible development within 24 months of offer,” he said.

Akumali explained that failure to pay for and develop county-allotted land is a violation of allocation terms and renders the land economically inefficient as it fails to serve the objectives of its allocation.

Plot owners are now required to pay all outstanding plot dues and demonstrate willingness to develop their plots by submitting building plans for consideration and approval by the Nairobi City County Government within 60 days of the notice.

“Failure to pay for the plots and submit building plans as herein advised will lead to their repossession and re-allocation by the county government without any further reference to them,” the County warned.

Additionally, plot owners who have obtained leases or certificates of lease but whose properties are not enrolled in the county’s Valuation Roll have been instructed to visit designated sub-county valuation offices for assistance.

The offices are spread across five sub-counties including Embakasi East, Embakasi Central, Embakasi West, Kasarani and Embakasi North.

In Embakasi East Sub-county, the offices are located at Embakasi Social Hall within Embakasi Village. In Embakasi Central, the offices are situated along Spine Road near Kayole 1 stage.

Plot owners in Embakasi West Sub-county have been directed to visit the sub-county offices located at Umoja I, while those in Kasarani Sub-county can seek assistance at the Ruai Customer Care Centre within the Njiru Deputy County Commissioner’s offices compound.

In Embakasi North Sub-county, the offices are based in Dandora Phase 1.

The County further notified property owners that beginning January 1, 2026, the county will discontinue the use of plot numbers for levying land rates. All rates payment accounts will instead be based on official land parcel numbers.

The County noted that technical officers will be visiting all developed plots to label corresponding parcel numbers on property gates/doors for ease of billing.

“Property owners are requested to cooperate,” the county said.
