Over 400 civil servants fired for using fake academic certificates

The government has dismissed 449 civil servants for using fake academic certificates to secure employment and promotions, according to the latest report from the Public Service Commission (PSC).

The move follows a thorough investigation into the integrity of qualifications held by public sector workers.

The PSC's Annual Compliance Report for the Financial Year 2023-2024 revealed that these 449 workers made up 52.3 per cent of all employees identified with fraudulent certificates.

In total, 1,019 civil servants were found to have used fake academic or professional qualifications.

Of these, 744 individuals, or 73 per cent, faced disciplinary action, while others are still under investigation.

The report further detailed the status of the remaining officers. It noted that 79 employees, about 7.8 per cent, were still undergoing investigations, while 15 others did not face any action.

The report also highlighted that 181 individuals, or 17.8 per cent, resigned voluntarily, and 26 retired from service. Furthermore, 10 employees (1.2 per cent) underwent a formal disciplinary process, and 8 (0.9 per cent) were referred for prosecution.

The investigation also showed that many institutions had yet to confirm the authenticity of employees' certificates.

Although 70.5 per cent of institutions reported conducting checks, the status of certificate verification for many officers remained unclear.

The report further revealed that 67 per cent of institutions that had not yet authenticated certificates have pledged to complete this process by June 30, 2025.

To prevent further cases of fraud, the PSC has recommended that public institutions formalize the authentication of certificates at both the entry-level and for those seeking promotion.

This recommendation comes after previous circulars from the PSC urging institutions to verify academic and professional qualifications before issuing appointment letters.

Institutions were also directed to terminate the service of any officer caught using forged certificates and to report such cases to the Ethics and Anti-Corruption Commission (EACC).
