Kitui MCA arrested over theft of mobile accessories worth Sh1.9 million

Detectives say Kisavi did not disclose that he was an elected MCA when he appeared at the courier office to pick up the parcel.

A Member of the Kitui County Assembly has been arrested in connection with the theft of mobile accessories worth Sh1.9 million from Buscar Courier Services.

Cyrus Musyoka Kisavi was arrested in Nairobi on Tuesday, June 3, after police identified him through CCTV footage that captured him leaving the courier company with a parcel meant for a client in Mombasa.

According to the Directorate of Criminal Investigations (DCI), “a positive ID” was made following analysis of the footage recorded at the Buscar Courier Services office along River Road.

“The arrest followed a positive identification after CCTV footage of the scene was analysed, which captured the suspect leaving with the parcel destined for a client in Mombasa,” the DCI noted.

The incident happened on February 8, 2025, when the stolen parcel was reported missing by the company.

Detectives say Kisavi did not disclose that he was an elected MCA when he appeared at the courier office to pick up the parcel.

Security personnel at the premises detained him before handing him over to police officers at Central Police Station. It was at the station that his identity was confirmed, after which he was handed over to detectives from Mombasa for further investigation.

In February, the Ikanga Ward MCA was arraigned for allegedly obtaining a registration of motor vehicle number KCM 760Z by falsely pretending that he was the registered owner.

He was also charged with an additional two counts of conspiracy to commit a felony, two counts of forgery, two counts of uttering false documents, and making a false claim by a person employed in the public service.

The court heard that on January 12, 2023, at an unknown time at the County Assembly of Kitui in Kitui Township of Kitui County within the Republic of Kenya, as a member of the County Assembly of Kitui in a capacity that allowed him to claim for a motor vehicle reimbursement, he made a claim for a sum of Sh2,212,000 to be payable to himself, which he knew was false.

He pleaded not guilty to charges before Kitui Principal Magistrate Sindani and was released on a bond of Sh500,000.
