The minors were expected to take a plea on Thursday, but the proceedings were deferred after the Office of the Director of Public Prosecutions (ODPP) informed the court that a probation inquiry report was not ready.
The court therefore directed that the matter be mentioned again on October 8 for further directions.
The incident that sparked their arrest occurred during a high-stakes football match at Nyayo Stadium, when the two were captured on video stepping on the Kenyan flag.
The footage quickly spread online, igniting widespread public outrage and calls for legal action.
