Opinion poll ranks Agriculture CS Linturi as the worst performer in the cabinet

Linturi's counterpart Interior Ministry Cabinet Secretary Kithure Kindiki is the most trusted and performance-oriented member of the Cabinet, bagging an overall rating of 68 per cent, translating to an average Grade B plain.

Agriculture and Livestock Cabinet Secretary Mithika Linturi's woes are piling up following an impeachment resolution calling for his removal from office after an opinion poll ranked him as the worst-performing cabinet secretary.

Linturi is the only cabinet secretary who scored the lowest grade E according to the Tifa Research opinion poll released on Thursday with an overall rating of 25 per cent.

"Agriculture CS Mithika Linturi is considered the most responsible for the poor-quality (if not "fake") subsidised fertiliser, with more than half (53 per cent) of those respondents aware of the programme blaming him," the TIFA report stated.

"However, nearly one-fifth of these respondents (17 per cent) are not sure who is mostly to blame. (Note: Data collection was completed just before the arrest of three senior NCPB officials based on initial EACC investigations; they have now spent two nights in the cells. It cannot be estimated how, if at all, these results would have changed had this action been taken earlier.)," TIFA added.

TIFA Research, which conducted the survey, is a market research company that gathered the views of some 2,912 respondents from all regions of the country between April 27-29.

They indicated that the views were collected through phone calls, with questions in Kiswahili and English.

They went further to indicate that several attributes were put in place during the research. They included the level of public trust the masses have in the CS, their visibility, and how they communicate their ministry's activities.

Prime CS Musalia Mudavadi got the second position in the poll after scoring an overall rating of 59 per cent (C plus).

In third, fourth, and fifth place are Youth, Sports and the Arts CS, Ababu Namwamba (also with 59 per cent), ICT and Digital Economy CS, Eliud Owalo, who got 51 per cent (Grade C), and Defence CS, Adan Duale who also managed a C plain grade of 50 per cent.

Cabinet secretaries that posted non-impressive marks include Energy CS Davis Chirchir (33 per cent, D-), Labour and Social Protection CS Florence Bore (31 per cent, D-), Rebecca Miano, CS, Ministry of Investment, Trade and Industry (27 per cent).
