CS Kindiki gazettes committee to develop policies for correctional services
The committee comprises a diverse array of experts and stakeholders from various sectors, with Christine Obondi as chairperson and Angus Masoro as his deputy.
Interior Cabinet Secretary Kithure Kindiki has established and gazetted a Technical Committee for Kenya's Correctional Services Policy Development.
In a Gazette notice dated May 10, 2024, the CS stated that the committee will be tasked with developing the legal and policy framework for Kenya's correctional services.

"It is notified for the general information of the public that the Cabinet Secretary for Interior and National Administration has constituted a Technical Committee to be known as the Technical Committee on the Development of Legal and Policy Framework for Correctional Services in Kenya," reads the notice.
The committee comprises a diverse array of experts and stakeholders from various sectors, with Christine Obondi as chairperson and Angus Masoro as his deputy.
Other members were drawn from key institutions such as Kenya Prison Services, Probation and Aftercare Services, the State Department for Correctional Services, and the Kenya Law Reform Commission, among others.
They include Emmanuel Ndunda, Michael Matekwa, Peter Wanjohi, Humphrey Young, Christine Mangwana, Maureen Odendo and Rajab Mwachia. Alice Mumbi Mathangani, John Kamau Njuguna, and Charles Otieno are part of the committee.
The committee also includes Lucas Onyina as a representative from the judiciary.
Terms of reference

The Terms of Reference for the Technical Committee include conducting legal audits, stakeholder mapping, and analysis in the criminal justice sector.
It will also engage in consultative forums with stakeholders and the public to gather input on draft policies and legal frameworks.
“The committee will hold consultative engagements with stakeholders in the criminal justice system and members of the public for purposes of gathering and recording their views and proposals on the draft policy and appropriate legal framework," read the notice.
Their ultimate goal is to develop appropriate legislation and policy drafts aligned with the Constitution of Kenya.
The committee was granted extensive powers to regulate its procedures, hold meetings, and conduct consultations as necessary. Additionally, they are empowered to co-opt experts and conduct studies to assist in fulfilling their mandate.
Tenure
The Technical Committee's term is set for nine months from the date of publication, with the possibility of extension if deemed necessary by the Cabinet Secretary.
Throughout their tenure, the committee will prepare various documents, including work plans, progress reports, and an implementation matrix.
The Secretariat of the Technical Committee will be based at the State Department for Correctional Services Offices in Nairobi.
After their term, the committee will submit a final report, draft National Correctional Services Policy, Kenya Correctional Services Bill, and any other relevant documents to the Cabinet Secretary for consideration.
