MPs stage walkout in Parliament over delayed CDF disbursement

On Tuesday, members of the National Assembly orchestrated a walkout from the House chambers to protest the delayed disbursement of the Constituency Development Fund (CDF). In an uncommon display of unity, both Kenya Kwanza and Azimio coalitions joined forces to disrupt the afternoon proceedings in the August House.

The demonstration ensued after Minority Leader Opiyo Wandayi, rising on a point of order, called on members to suspend any legislative business until the delayed disbursement of CDF funds is resolved. Wandayi emphasized that, despite being in the sixth month of the FY 2023/2024, not a single cent has reached the bank accounts of NG-CDF committees and NGAAF since the House allocated funds to the NG-CDF board.

Wandayi accused the Treasury of leading MPs in circles regarding the CDF matter and expressed concern about the impending long recess while schoolchildren are set to resume in January. He underscored the importance of bursaries provided within the NGCDF and NGAAF framework for students to return to school.

However, Majority Leader Kimani Ichungwah assured members that talks between the CDF board and the Treasury were at advanced stages, with funds set to be released soon. Despite his assurances, MPs walked out of the chamber, chanting slogans against the authorities, and the quorum bell went unanswered, leading to the adjournment of the sitting.

Some MPs raised concerns that the House may have relinquished considerable power to the executive, particularly concerning budgeting matters. Ugenya MP David Ochieng expressed disbelief at the situation, stating that MPs must take their role seriously, especially in the budget-making process. House CDF Committee Chairman Moses Lessonet assured his counterparts that the board would disburse the funds this week.
