Former IEBC boss Issack Hassan among eight shortlisted for IPOA chair position

The Public Service Commission (PSC) has shortlisted eight candidates for the Independent Police Oversight Authority (IPOA) chairperson. The eight include former Independent Electoral and Boundaries Commission (IEBC) chair Issack Hassan.

The recruitment process is in accordance with Sections 8, 9 and 10 of the Independent Policing Oversight Authority Act, 2011.

IPOA Chairperson of the Selection Panel Arthur Osiya said the selection panel initiated the process by inviting applications for the chairperson and member positions on September 13, 2024, through print media and the PSC website.

At the close of applications on September 27, 2024, the panel received a total of 22 applications for the chairperson role and 304 for the member positions.

“Following a review of the applications, the selection panel shortlisted eight candidates for the chairperson role and 37 for the member positions,” Osiya said.

The candidates vying for the chairperson position include Thomas Letangule, Annah Konuche, Patrick Blasius Owiny and Mercy Wambui Kamau, whose interviews are scheduled for October 22, 2024.

The remaining candidates, Wayong'o Cyril Simiyu, Juliet Wanjiku Muremi, Richard Barno and Ahmed Issack Hassan, will be interviewed on October 23, 2024.

Osiya emphasised that shortlisted candidates are required to bring original copies of several documents, including their National Identity Card, academic and professional certificates, transcripts, and additional supporting documents.

They must also present valid and current clearances from various bodies, including the Kenya Revenue Authority (KRA), the Higher Education Loans Board (HELB), registered credit reference bureaus, the Directorate of Criminal Investigations (DCI) and the Ethics and Anti-Corruption Commission (EACC).

Candidates who have obtained degrees from foreign universities must also provide a letter of recognition from the Commission for University Education (CUE) as well as any relevant professional bodies’ recommendation letters or certificates of good standing.

Members of the public have been encouraged to submit credible information regarding any of the shortlisted candidates via sworn affidavits to the Chairperson at [email protected] or through the Office of the Secretary/CEO, Public Service Commission, located on the 4th floor of Commission House, off Harambe Avenue, Nairobi, by October 16, 2024.
