The issues diverged from an internal meeting between the County Assembly Committee on Labour and Public Service Administration and County Deputy Governor Francis Thoya, also the County Executive Committee Member (CECM) for Environment and Governance.

Discussions centered on key topics like the Inspectorate Bill, Village Administration Bill, Airlift Program, and the establishment of a Revolving Fund. The Committee's Chairperson, MCA Jactone Madialo, led the discussions, primarily focusing on the newly appointed CECM's departmental agenda.

The Deputy Governor and Ms Rukia Abdurahman, Chief Officer of the Governor’s office, stressed the urgency of drafting the Inspectorate Bill to address existing gaps and proposed an independent oversight institution for public complaints.

They emphasized continual training for inspectorate officers and the bill's aim to legally frame the Inspectorate. Thoya also shared plans to decentralize services through the Village Administration Bill, tailored based on population metrics.

The Airlift Program, led by Governor Abdulswamad Sheriff Nassir, and efforts to select agencies for the Revolving Fund were highlighted, aiming to connect youth with overseas employment and support small enterprises. Mr Thoya expressed a commitment to collaborate with the Committee for these initiatives. MCA Madialo affirmed the Committee's readiness for collaboration to benefit Mombasa's residents.
