Speaking at the Ministry of Water playground in Garissa Town, he said the Lands Department would fast-track the processing of the documents to ensure they were delivered without delay.
Ruto noted that the documents would help locals secure their property and access economic opportunities.
At the same time, the president also flagged off a livestock restocking programme for pastoralist farmers affected by drought in Garissa County.
During the event, officials from the Garissa Farmers Network, led by Chairman Abdullahi Haji Abdi, received 80 in-calf cattle on behalf of township farmers, while other sub-counties will receive goats under the restocking programme, which targets 4,000 families in Garissa County.
The president said the initiative was part of a Sh1 billion programme targeting 10,000 families in Wajir, Mandera, and Garissa.
He stated that the restocking initiative would help affected families rebuild their livelihoods.

He urged pastoralist farmers to support the livestock vaccination programme, which he said would create opportunities for livestock export.
Earlier in the day, the president launched a livestock vaccination drive at the Garissa Livestock Market, commending Garissa County for achieving 45 per cent vaccination coverage in the region.
