Isiolo County Assembly impeaches Governor Abdi Guyo over abuse of office and misconduct

The Isiolo County Assembly has impeached Governor Abdi Ibrahim Guyo, citing abuse of office, gross misconduct, and repeated violations of the Constitution and other laws.

In a Thursday statement, the county assembly said 16 of the 18 MCAs present voted to impeach Governor Abdi, with two absent and none opposing the motion.

The assembly noted that the governor, who was formally invited to appear before it to respond to the allegations, failed to show up. The MCAs then proceeded with the matter in line with Standing Orders and applicable legal frameworks.

Multiple violations

The impeachment motion was initiated by Sericho MCA Abubakar Godana, who cited multiple violations, including the breach of Chapter Six of the Constitution, the Leadership and Integrity Act, and the Public Officers’ Ethics Act.

“These Acts provide for respect for the rule of law, good governance, accountability and transparency as key principles of leadership,” Abubakar told the assembly.

Among the key accusations levelled against the governor is his alleged failure to deliver on development promises, with several projects reportedly stalled under his watch. He has also been accused of failing to meet the county’s revenue collection targets.

Abubaka further alleged that Governor Abdi had hired 36 advisors, far exceeding the limit of four prescribed by the Salaries and Remuneration Commission (SRC), and that he had irregularly appointed two deputy county secretaries.

Toxic work environment

The governor is also said to have created a toxic work environment by allegedly mishandling the contract renewal process for chief officers, and failing to consistently report to his office, opting instead to spend significant time in Nairobi at the expense of county governance.

In addition, the governor reportedly snubbed two summonses from the Senate Standing Committee on Health, where he had been expected to explain pressing healthcare challenges in Isiolo.

The county assembly said the impeachment followed weeks of public consultations, legal scrutiny, and extensive deliberation across the county’s ten wards, highlighting its commitment to constitutional accountability and the rule of law.

In line with Article 181 of the Constitution and Section 33 of the County Governments Act, the Assembly’s Speaker will now formally forward the resolution to the Speaker of the Senate for further determination.

“The assembly reaffirms its dedication to protecting the public interest and strengthening the institutions of governance in Isiolo County,” read part of the statement.
