IEBC sets strict rules for Kasipul by-election candidates amid rising tensions

Recent campaign activities in Kasipul have been marred by sporadic clashes, threats, and disruptions, prompting preventive measures from the IEBC to protect both voters and candidates.

The Independent Electoral and Boundaries Commission (IEBC) has issued directives to candidates in the Kasipul Constituency by-election amid rising concerns over political tensions and campaign-related violence.

The move follows the Commission’s review of four complaints linked to the ongoing campaigns, reflecting growing unease about clashes and intimidation in the area.

The IEBC Electoral Code of Conduct Enforcement Committee, on Monday, highlighted the importance of a fair and safe campaign environment, insisting that all aspirants should be able to campaign without fear or coercion.

To curb potential conflicts, the Committee issued specific orders requiring candidates to strictly follow the harmonised campaign schedule, which was mutually agreed upon in the presence of all contestants.

The body warned that any breach of the schedule leading to clashes would compel it to act under paragraph 7 of the Second Schedule of the Elections Act, Cap 7.

A detailed ruling is expected on Tuesday, November 18, 2025.

Kasipul, in Homa Bay County, has recently been in the spotlight for repeated political disturbances.

Several confrontations between supporters of leading candidates have required police intervention at campaign events, heightening concerns ahead of the by-election prompted by the vacancy of the parliamentary seat.

Complaints lodged by candidates and their teams cited incidents of intimidation and alleged violations of the campaign timetable.

The Commission emphasised its commitment to peaceful, transparent, and equitable elections, particularly in regions with a history of political unrest.

In early November, at least two youths were killed, and several others were injured, during confrontations at a political rally in the Opondo area, Central Kasipul Ward.

Police reported that gunshots were fired into the air during the chaos, and authorities are seeking a licensed gun owner involved in the incident.

The parliamentary seat became vacant following the murder of late MP Charles Ong’ondo Were in Nairobi in April 2025.

Ahead of the by-election scheduled for November 27, the Orange Democratic Movement (ODM) condemned any attempt to disrupt the electoral process.

“We wish to make it clear that ODM will not be intimidated by acts of lawlessness aimed at derailing a free, fair, and peaceful election in Kasipul. The people of Kasipul deserve the right to choose their leader without fear, intimidation and coercion,” the party said in a statement.

Tensions escalated again on November 12 when armed youths attacked detectives during a raid linked to a murder suspect, injuring three DCI officers and allowing five suspects to escape.

Among the injured was the DCI Officer in Charge of Rachuonyo South Sub-County, Daniel Muhuhi.

Police said the suspects fled from Kosele Trading Centre to the late MP’s homestead in Kachien Village, Central Kasipul Ward, when confronted by officers.

One suspect escaped with a police handcuff, prompting authorities to appeal for its return.

Koilem explained that intelligence-led officers went to the location, but the suspects fled upon noticing the police presence.
