Rebecca Miano urges Ruto to withdraw her AG nomination; sources cite inexperience

Rebecca Miano, Attorney General nominee, has asked President William Ruto to withdraw her nomination and instead assign her lighter duties.

According to a source close to the Presidency, Miano withdrew her name citing her inexperience for the role.

One of the constitutional prerequisites for being nominated as AG is to have practised law for at least 15 years.

President William Ruto had excluded Rebecca Miano from the list of Cabinet nominees submitted to Parliament for vetting.

On Tuesday afternoon during the plenary session, National Assembly Speaker Moses Wetang’ula read the list of the nominees but Miano’s name was missing.

“Honourable Members, Standing Order 42(1) relating to 'Messages from the President' provides that: ‘The Speaker shall read to the House any message from the President delivered to the Speaker for communication to the House’” Wetang’ula said.

“In the message, Honourable Members, His Excellency the President conveys that, in the exercise of powers conferred on him by Articles 152(2) of the Constitution, as read together with sections 3 and 5 of the Public Appointments (Parliamentary Approval) Act, 2011, he nominates various persons for appointment to the aforementioned offices,” he added.

The former Trade CS had already expressed gratitude towards her nomination to the AG post.

“I thank H.E Dr William Ruto for nominating me to the role of Attorney General of the Republic. Granted the opportunity, I promise to apply myself fully to the tasks attached to that solemn office with my focus being on serving the people of my beloved motherland with utmost dedication, humility and a listening ear. God will be my helper,” Miano said.

On Sunday, Miano also posted an appreciation message on her official X account, discussing second chances.

Speaker Wetang’ula said he would forward the names of the 10 nominees and their curriculum vitae to the Committee on Appointments of the House for consideration.

“The Committee on Appointments is expected to immediately notify the nominees and the general public, commence the necessary approval hearings and table its report in the House soonest, to enable the House to consider the nominees within the stipulated timelines,” the Speaker said.

He stated that under Section 8 of the Public Appointments (Parliamentary Approval) Act of 2011, the committee is expected to consider the subject and report to the House within 28 days.

“It is therefore imperative that the Committee on Appointments immediately commences the process of consideration of the nominees,” Wetang’ula said.
