Eyewitnesses said the suspected thief stabbed the women before fleeing and that by the time they arrived at the scene, the two had already died.
"The bodies were lying by the roadside, had stab wounds on the chest and abdomen and were bleeding profusely," one of the witnesses said.
Kiigine Assistant Chief Joseph Kathuri said investigations were underway to establish the motive for the killing that has spread fear and panic in the area.
Preliminary probe, he said, showed the criminal was attempting to break into a workshop when the deceased persons met their death.
"It is so sad they died for doing the right thing by exposing a criminal," the administrator said, assuring that the criminal must be prosecuted for the offence.
He appealed to residents to volunteer information that would help in making arrests.
A resident, Muthomi Mburugu, said the majority of the residents assumed nothing much was happening as they were used to hearing screams.
"It was moments later that we realised that the two had been killed. The security team should rein in such daring criminals and put them behind bars," he appealed.
The bodies were moved to the Kanyakine Hospital mortuary.
