Details of agreement between Ethiopia and Somalia brokered by Turkey

Somalia expressed a willingness to facilitate Ethiopia's maritime needs, provided Somali sovereignty remains intact.
In a significant diplomatic breakthrough, Ethiopia and Somalia reached a historic agreement aimed at fostering cooperation and resolving long-standing differences.
The accord was brokered by Turkish President Recep Tayyip Erdoğan, who hosted Ethiopian Prime Minister Abiy Ahmed Ali and Somali President Hassan Sheikh Mohamud on Wednesday, December 11, 2024, in Ankara.

The meeting, described as "cordial and constructive" by all the leaders, underscored their commitment to regional stability and mutual prosperity.
Key agreements
Both nations pledged to respect each other's sovereignty, unity, and territorial integrity while adhering to international law and principles outlined in the African Union Charter.
At the core of the agreement is Ethiopia's longstanding aspiration for reliable access to the sea. Consequently, Somalia acknowledged the sacrifices Ethiopian troops have made within African Union missions.

Furthermore, Somalia expressed a willingness to facilitate Ethiopia's maritime needs, provided Somali sovereignty remains intact.
Under the agreement, both nations will also develop mutually beneficial arrangements, such as contracts or leases, ensuring Ethiopia has secure and sustained access to Somali ports.
These arrangements are set to be formalised through bilateral negotiations, with technical discussions beginning no later than February 2025. The discussions are to conclude within four months.
"This is a step forward in fostering regional integration. We are committed to finding practical solutions that benefit both our nations," said Somalia's President Hassan Sheikh.
Turkey's role
Turkey played a pivotal role in brokering the agreement, demonstrating its growing influence in regional peace-building.
In a post on X, President Erdoğan emphasised the importance of focusing on the future.
"This joint declaration focuses on the future, not the past, and records the principles these two friendly countries will build upon," he said.
Erdoğan further expressed optimism about the deal, highlighting its potential to enhance regional cooperation and ensure Ethiopia's maritime access.
"I believe with the meeting we had today, especially with Ethiopia's demands to access the sea, my brother Hassan Sheikh Mohamud will give the necessary support for accessing the sea," he stated.
Turkey has also committed to facilitating and mediating the implementation of the agreement, offering its resources and expertise to ensure successful outcomes.
