President Ruto spoke during the swearing-in ceremony for the newly appointed Prisons Service Commissioner General, Patrick Aranduh Mwiti.

The visits were stopped in 2020 due to the COVID-19 pandemic.

Justice Lawrence Mugambi said all sentenced prisoners and pre-trial detainees held in custody have the right to be treated humanely.
