In its latest assessment of the 2025/26 budget proposals, the PBO called for urgent measures to ensure the efficient use of borrowed funds.

The paper said 18.6% of the country's domestic debt will mature by June 2025, mainly due to short-term debt falling due.

All payments are centralised through the National Treasury, with ministries submitting invoices for international obligations.

Gathungu pointed out that her office was unable to obtain all the necessary documents to link the borrowed funds to specific projects.
