Applicants were cautioned about engaging in fraudulent activities, including canvassing and graft.
Wafula Chebukati, who succeeded Issack at the IEBC, is among 41 applications who have not made the shortlist.
Issack, an advocate of the High Court, was among the 305 people who expressed interest in the role.
Following the recruitment, some 1,313 degree and higher diploma holders, and 687 diploma holders will be posted to all 47 counties.
The commission says it has completed the interview process and expects to release the list of successful candidates next week, with appointment letters to follow.
