Turkana County charts course for growth and accountability

Turkana County, under the leadership of Finance and Economic Planning Executive Dr. Michael Eregae, is tackling concerns about development spending and charting a path towards improved resource mobilization and citizen accountability.

Addressing Budgetary Technicalities

The apparent lack of development spending in the first quarter report stemmed from a temporary technicality. A supplementary budget process during July-September 2023 meant only critical expenses like salaries and utilities were covered, while major development projects awaited finalization of the revised budget in the second quarter. Dr. Eregae emphasized that significant development expenditure during this period is often challenging unless ongoing projects from previous years are completed and paid for.

Boosting Resource Mobilization

Recognizing the need to diversify their financial base, Turkana County plans to establish a dedicated team for internal resource generation, reducing reliance on the county budget. Additionally, they will prepare the Supplementary II budget in January 2024, followed by the County Fiscal Strategy Paper in February and the launch of the County Integrated Plan III (CIDP) in January 2025.

Transparency and Accountability in Focus

To enhance transparency and engagement with citizens, the county government plans to establish ICT digital villages at the ward and village levels. These villages will not only offer digital skills training to the youth but also potentially lead to job placements through partnerships.

Efficient Execution and Departmental Engagement

Dr. Eregae acknowledged the need to streamline procurement processes to expedite project implementation. He highlighted the payment of over Sh300 million in development funds since October 2023 as a positive development. The review meeting, attended by all 75 staff members, showcased progress reports from various sections, further emphasizing departmental collaboration and transparency.
