Ndugulile, who had been undergoing treatment in India, passed away just days before assuming office at the WHO.

He was selected from a pool of candidates including Boureima Hama Sambo of Niger, Richard Mihigo of Rwanda, and Ibrahima Soce Fall of Senegal.
Before his election, Ndugulile served as Tanzania's Health minister during the late President Magufuli's regime and had pledged his commitment to healthcare reforms across Africa, including addressing pressing challenges like the spread of mpox.
