Six medical staff, Kilifi clinic charged with defrauding SHA of over Sh2 million

Six medical staff and a private clinic in Mtwapa, Kilifi County, have been charged with conspiring to defraud the Social Health Authority (SHA) of more than Sh2 million through falsified medical claims.

The accused — Patrick Kimuyu Kanya, Faith Chepkirui Bil, Steven Okinyi Ojwang, Justine Baraka, Pauline Wanjiru, Naida Mbevu, and Jambo Jipya Medical Clinic — appeared before a Mombasa court facing charges of conspiracy to commit a felony, forgery, and uttering false documents.

According to the charge sheet, the offences occurred between November 1, 2024, and June 30, 2025, when the accused allegedly submitted fake medical claims that led to SHA disbursing Sh2,032,680.

In one instance, Kanya and Chepkirui are accused of submitting claims stating that a patient, Mary Njeri Njoroge, had undergone a caesarean section at the clinic, prompting a Sh30,000 payment. Investigations later found that the patient had delivered normally.

The prosecution further stated that Ojwang and Baraka forged clinical notes for patients identified as A.C. and L.M., while Wanjiru falsified a cardex in an inpatient file. Mbevu allegedly submitted the forged claim forms to the SHA Chief Executive Officer, presenting them as genuine to facilitate payment.

All six denied the charges before Chief Magistrate Lucas Onyina. The prosecution said it would call witnesses from the SHA and the Ministry of Health.

Kanya and Chepkirui were each granted a bond of Sh600,000 or a cash bail of Sh200,000, while Ojwang, Baraka, Wanjiru, and Mbevu were each released on a Sh200,000 bond or Sh70,000 cash bail.

The case will be mentioned on October 21, 2025, for pre-trial directions.
