KeNHA explains why US firm's Nairobi-Mombasa Expressway proposal was rejected

According to KeNHA, Everstrong Capital’s plan to build the 440-kilometre highway linking Kenya’s two largest cities failed to meet key evaluation criteria set by the PPP Committee.
The Kenya National Highways Authority (KeNHA) has revealed the reasons behind the rejection of the Public Private Partnership (PPP) proposal by Everstrong Capital, a US-based infrastructure firm, for the construction of the Nairobi-Mombasa Expressway.
According to KeNHA, Everstrong Capital’s plan to build the 440-kilometre highway linking Kenya’s two largest cities failed to meet key evaluation criteria set by the PPP Committee.

This led to the committee’s decision to reject the proposal.
The decision was made following a detailed review of the project report by the PPP Committee of the National Treasury and Economic Planning during its 54th Ordinary meeting held on July 2, 2025, KeNHA said.
“The PPP Committee of the National Treasury and Economic Planning delivered its decision during its 54th Ordinary PPP Committee meeting held on July 2, 2025,” the Authority confirmed.
“It was determined that the proposal does not meet the relevant criteria and should be abandoned per Section 43(11)(c) of the PPP Act, 2021.”
KeNHA added.
Despite rejecting the current proposal, KeNHA has asked Everstrong Capital to restructure the project to meet the required standards.
This would involve expanding the existing Nairobi-Mombasa highway rather than building a completely new expressway.
Per the Authority’s notice, Everstrong Capital may submit the revised proposal for fresh consideration by the PPP Committee, in line with Section 43 of the PPP Act.
KeNHA said the decision to disclose the details of the project review aligns with the government’s commitment to transparency in all initiatives.
“KeNHA remains committed to strictly adhering to the provisions of the PPP Act, 2021, and further assures the public that it will endeavour to abide by the provisions of the PPP Act, 2021,” the Authority stated.
This update comes just two months after Everstrong Capital, led by Senior Advisor Kyle McCarter, submitted a 2,300-page feasibility study report to KeNHA for review.
Speaking on May 28 during a meeting with KeNHA officials in Nairobi, McCarter described the study as the most detailed and transparent feasibility report ever submitted to the Authority.
“Thanks to the most detailed and transparent feasibility study ever submitted to KeNHA, the Usahihi Expressway has been declared investment-ready and execution-worthy,” McCarter said.
“This is what an effective public-private partnership looks like: efficient, impactful, and future-focused. Kenya is raising the bar for infrastructure development,” he added.
