Chaos at Isiolo Assembly a day after public participation on Governor Guyo's impeachment was cancelled

The standoff comes a day after the Isiolo County Assembly cancelled a planned public participation forum on the proposed impeachment of Governor Abdi Guyo. The Assembly’s Clerk, Salad Boru Guracha, announced the cancellation following a court order suspending the impeachment proceedings.

A standoff was witnessed on Wednesday morning at the Isiolo County Assembly. A video seen by Eastleigh Voice shows a crowd both inside and outside the assembly premises.

Some individuals outside the assembly were attempting to gain entry, while those already inside appeared to be blocking access.

The standoff comes a day after the Isiolo County Assembly cancelled a planned public participation forum on the proposed impeachment of Governor Abdi Guyo.

The Assembly’s Clerk, Salad Boru Guracha, announced the cancellation following a court order suspending the impeachment proceedings.

The Assembly had issued a notice on June 14, inviting public participation on the motion to remove the governor from office.

“Notice is hereby issued that the County Assembly of Isiolo, in compliance with the above court order, has cancelled the Public Participation exercise slated for June 18, 2025, in various wards within Isiolo County,” Guracha stated in the notice.

The High Court in Isiolo issued an order halting the impeachment of Governor Guyo pending the hearing and determination of the case.

Justice Heston Nyaga said he had examined the application, supporting affidavit, and petition, and was satisfied that the petitioner/applicant had established a case warranting the relief sought.

He certified the application as urgent and directed that it be served on all respondents by close of business on June 17, 2025.

"Pending the hearing and determination of this application inter partes, a conservatory order is hereby issued restraining, barring and/or preventing the respondents, either by themselves or their agents, from admitting, processing, debating or in any manner whatsoever considering the Notice of Motion dated June 10, 2025 for the proposed removal from office of the Governor of Isiolo County by impeachment, whether on June 17, 2025 or any other day set by the respondents."

Governor Guyo had sued the County Assembly and the Speaker.

The judge also directed the third respondent to furnish the petitioner with a copy of the impeachment motion, together with all supporting documents, within 48 hours of being served with the court order.

The respondents have seven days to file their responses, while the petitioner has been granted leave to file and serve any supplementary affidavit within three days of receiving the responses.

Last week, Sericho MCA Abubakar Godana tabled the motion seeking the governor's impeachment.

Governor Guyo was given seven days to respond to the allegations, which include mismanagement of public funds, irregular appointments, and conduct deemed to undermine the integrity of his office.

On Tuesday, MCA Abubakar told the assembly that the governor had failed to uphold the values of good governance, transparency, and accountability as outlined in Articles 10 and 73 of the Constitution.

He cited findings by the Auditor General on the mismanagement of a major county project and the failure to meet key development targets, despite Isiolo receiving the third-lowest budget allocation in the country.

The governor is also accused of hiring 36 advisors, far exceeding the limit of four set by the Salaries and Remuneration Commission.

In addition, MCAs allege that Governor Guyo violated the law by appointing two Deputy County Secretaries and creating a hostile working environment by mishandling the contract renewals of chief officers.

The motion further claims that the governor has been largely absent from duty, spending significant time in Nairobi, thereby disrupting county operations.
