Student under probe for diverting school capitation fee into his account
The bank reported that Sh1, 173, 352 was fraudulently diverted to the account held by Gideon Kibet Langat at the bank's Nandi Hills branch the previous day.
The Directorate of Criminal Investigations (DCI) is investigating how a university student diverted the Ministry of Education's Sh1.1 million capitation fee meant for a primary school in Bomet County to his account held at a bank in Nandi County before transferring the same to accomplices.
The incident was reported to the DCI's Banking Fraud Investigations Unit (BFID) in Nairobi by the National Bank of Kenya on January 23, 2025.

The bank reported that Sh1, 173, 352 was fraudulently diverted to the account held by Gideon Kibet Langat at the bank's Nandi Hills branch the previous day.
"The said amount was diverted from the Ministry of Education as capitation fees meant for Menet Primary School in Bomet County," stated Detective Constable Julie Rutto of BFID – Nairobi in an affidavit filed at the Milimani law courts.
"As soon as the respondent (Langat) received the funds into his account, he withdrew the same through mobile banking on his cellphone and sent other monies through Pesalink to one of his accomplices at name (withheld) bank. Preliminary investigations established that this was a well-planned fraud where more parties are involved and are yet to be arrested.
The DCI is investigating a case of stealing contrary to section 268 (1) as read with section 275 of the Penal Code where Langat is the suspect.
Rutto said Langat was traced and arrested within Kericho town in Kericho County on January 25. But Rutto said the alleged masterminds of the crime are at large and their whereabouts are currently unknown.
The detective said the amount involved could be bigger than what has already been established (Sh1.1 million) but this will be determined through a forensic audit.
She sought orders to detain the suspect at Kileleshwa police station for 10 days pending investigations to safeguard the integrity of the probe.
"The alleged masterminds may facilitate (Langat) into escaping justice. The alleged masterminds might influence the respondent (Langat) from revealing crucial information that could lead to their arrest," stated the detective.
She said investigations are ongoing including recording witness statements and obtaining M-pesa statements. Chief Magistrate Susan Shitumbi remanded Langat at the police station for 10 days.
Shitumbi said the theft of the Ministry of Education's funds is a serious matter of public interest that should be sufficiently investigated for all culprits to be found.
