Communications Authority mandates licenses for all imported ICT equipment

Importers must now include a copy of a valid compliance certificate and a detailed invoice showing the product model and quantity.
All importers of digital technology must secure a valid license before their products enter the country, according to the Communications Authority of Kenya (CA).
In a notice issued on Tuesday, the CA urged everyone to comply with the new rule to help ensure a smoother clearance process at the borders

Importers must now include a copy of a valid compliance certificate and a detailed invoice showing the product model and quantity.
These documents are necessary so that officials can verify that the equipment meets the required technical and safety standards before it is legally sold in Kenya.
Imported ICT products will remain in customs until government officers complete their inspection.
For devices that connect to the internet, the CA requires that technical specifications be provided to confirm adherence to IPv6, the latest version of the Internet Protocol that helps identify and locate devices and direct traffic online.
“Importers of ICT products are encouraged to cross-reference the list of type-approved equipment on the Authority’s website, at ca.go.ke/licensee-register, and attach a screenshot of the specific model as per the list,” CA announced.
“Importers are advised that additional information may be sought on a case-by-case basis depending on the complexity and novelty of the non-type approved ICT product being imported into the country for non-commercial use,” reads the notice further.
This new measure follows a similar order from October 15, 2024, when the CA required registration of mobile phones, tablets, computers, and other ICT gadgets to ensure consumer health and safety and secure telecommunications networks.
“In furtherance of its mandate of safeguarding consumer health and safety, upholding public interest, and securing telecommunications networks, the Authority type approves all ICT terminal equipment meant for use in the country to ensure that it conforms to both national and locally recognized international standards,” the Authority revealed.
To ensure conformity with the law, the Authority has reminded all stakeholders, including manufacturers, vendors, importers, service providers, and the general public, that any equipment intended for connection to the PSTN within Kenya must undergo the Type Approval process before it can be sold, distributed, or used in the country.
