Confirming the arrest, Police Spokesperson Muchiri Nyaga said the suspect is the owner of a Subaru Forester, which is alleged to have blocked the MP, leading to the latter's purported abduction.
He said the suspect was being questioned to shed light on what "his role was in the whole matter."
Koimburi was allegedly abducted outside a church at Mugutha, Kiambu County, on Sunday.
He resurfaced a few days later when he was found dumped at a coffee plantation in Kiambu on Monday, with police distancing themselves from the kidnapping allegations.
An amateur video footage showing the MP being driven away in a silver Subaru Forester bearing civilian registration plates, which has since gone viral, is at the centre of the alleged kidnapping probe.
The DCI is investigating its authenticity.
Earlier, Inspector General of Police Douglas Kanja confirmed that the MP was under investigation following a land-related fraud.
"On Friday, May 23, the MP, fully aware of the police's intention to arrest him, evaded arrest by escaping on a motorcycle with his private security and switched off his mobile phone. His car, occupied by his driver, was intercepted, and the driver was arrested but later released after recording a statement. The MP only resurfaced yesterday, coinciding with the abduction claims," said the IG as he promised to unearth the facts behind the incident.
The MP was taken to Karen Hospital for treatment.
