Kampala tops list of most corrupt districts in Uganda – IGG report

According to Kamya, Kampala recorded the highest number of corruption cases, totalling 253, between July and December 2024, leading among the 134 districts surveyed.
Uganda's capital, Kampala, has been named the most corrupt district in the President Yoweri Museveni-led nation.
Uganda's Inspector General of Government (IGG), Beti Kamya, announced this on Tuesday when she presented a bi-annual performance report before Parliament.

According to Kamya, Kampala recorded the highest number of corruption cases, totalling 253, between July and December 2024, leading among the 134 districts surveyed.
Wakiso district came in second with 56 reported cases, followed by Mbale with 44. Masaka and Mukono rounded off the top five spots with 34 and 32 reported corruption cases, respectively.
Buhweju, Bukedea, Kalaki, Karenga, Luuka, and Nabilatuk districts recorded the lowest number of corruption cases, with one each. According to Kamya, a total of 1,347 corruption complaints were reported in the period under review, with 1,193 of these cleared for investigation and 1,267 investigated and concluded.
Of the concluded cases, 552 were corruption-related, 391 were Ombudsman cases and 324 involved breaches in the Leadership Code.
"From the above, it is evident that there was an increase in investigations concluded, funds recovered, and conviction rates. The rise is attributed to internal improvements, such as prosecution-led investigations and greater citizen engagement," Kamya said.
Kampala, Wakiso, Mukono, and Mbale have repeatedly featured among the districts with the highest reported corruption cases. In a similar January to June 2024 report, Kampala led with 224 cases, followed by Mbale with 73, Wakiso with 56 and Mukono with 43.
The high numbers point to limited success in curbing corruption in these areas, with Kampala even recording a year-on-year rise. Masaka, which previously had no reported cases, has now emerged in the top five with 34 cases.
The IGG has linked Kampala's high ranking to its size and the number of government institutions in the city.
Additionally, districts like Jinja, Hoima, and Lira, which were not previously prominent on the list, have recently been included. Districts such as Mbarara, Rakai and Kabarole, once among the worst offenders, have made notable improvements and fallen out of the top 10, though some cases still persist.
