EACC summons Governor Hillary Barchok, ex-Bungoma County boss Wangamati and 12 others over graft

Wangamati, together with 11 of his former senior officers and county contractors, is facing allegations of embezzlement of public funds, abuse of office, conflict of interest, and wilful failure to comply with procurement laws.

The Ethics and Anti-Corruption Commission (EACC) has summoned Bomet Governor Hillary Barchok, former Bungoma Governor Wycliffe Wangamati, and 12 others to appear before the Commission on Monday for processing and arraignment in court over allegations of graft.

According to the summons, Governor Barchok is being investigated over conflict of interest claims alongside Evans Kipkoech Korir, the Director of Chemasus Construction Limited.

The two are accused of conflict of interest, unlawful acquisition of public property, and money laundering, among other offences, in relation to county tender scandals worth Sh152 million spanning the 2019/2020 to 2024/2025 financial years.

Wangamati, together with 11 of his former senior officers and county contractors, is facing allegations of embezzlement of public funds, abuse of office, conflict of interest, and wilful failure to comply with procurement laws.

The accusations centre on an alleged Sh70 million scandal involving the irregular award of tenders to seven companies through the Department of Roads between November 2019 and August 2021.

He is charged alongside Michael Wangamati and Edward Barasa Wangamati, Directors of Skyman Freighters Limited and Nabwala Construction Limited, as well as Nicholas Wangamati.

Others facing charges include Edward Maaya Makhanu, Director of Fastect Suppliers Limited, Kelco Builders, Mundesi Contractors Limited, Nabweso Builders Ltd, and Valeria Construction Ltd; Sandra Soita Nasambu, an accountant at Skyman Freighters Ltd and Director of Fastect Suppliers Limited, Kelco Builders, and Valeria Construction Ltd and Wafula Wakoli Chesititi, a supervisor at Skyman Freighters Limited and Director of Fastect Suppliers Limited, Kelco Builders, and Valeria Construction Ltd.

Bramwel Wakoli Chesititi, Juma Swaleh Juma, Director of Fastect Suppliers Limited, Kelco Builders, and Valeria Construction Ltd and Jimmy Wekesa Barasa, Director of Calisilanic Building and Co. Contractors Ltd and Nasikhub Civil Contractors Ltd and Joseph Wanyonyi Khaemba, Director of Nasikhub Civil Contractors Ltd are also facing graft charges.

“Consequently, the Ethics and Anti-Corruption Commission (EACC) hereby directs the above-named suspects to present themselves at the EACC Headquarters at Integrity Centre on Monday, September 1, 2025, at 8 am for processing and arraignment,” the summons, signed by CEO Abdi Mohamud, stated.
