The Mombasa County Government has appealed to the National Treasury to expedite the release of funds, amid a three-month delay that has strained county operations.
Despite these challenges, the county stated it has maintained timely payments for its medical staff, sanitation workers, and contractors, ensuring essential services continue uninterrupted.

Responding to claims circulating online that county funds have been returned to the national government, the Mombasa administration firmly refuted the accusations, labeling them as misleading and inflammatory.
Mombasa Governor Abdulswamad Nassir clarified that no funds have been voluntarily returned, instead, they cited the delay in disbursements from the exchequer as a key reason for the current financial strain on local services and projects.
“Let me be clear, counties are not returning funds to the exchequer. The reality is that the funds are not reaching us on time,” Governor Abdullswamad stated during a Friday event in Nyali, where he allocated Sh25 million to Beach Management Units.
“This delay has created a backlog in the payment of suppliers and the implementation of critical projects, severely hampering service delivery,” he added.
The county’s financial challenges come as part of a larger issue faced by devolved units across the country, where delays in funding have impacted operations and hindered progress on development initiatives.
Governor Abdullswamad highlighted that the absence of timely funds not only slows down the county’s work but also contradicts the core principles of devolution intended to empower counties to address local needs efficiently.
He commended the efforts of county teams who have managed resources carefully to meet payroll commitments and sustain ongoing infrastructure projects.
He contrasted Mombasa’s situation with other counties that have witnessed healthcare strikes due to unpaid wages, attributing Mombasa’s sustained service to the county’s effective management.
During the Nyali event, where Beach Management Units received Sh25 million in support, the Governor reiterated the county’s commitment to uplifting coastal communities and promoting sustainable practices within the marine sector.
He mentioned the funds aim to boost operations for these units, essential to the local economy and environmental conservation efforts.
The governor called on the National Treasury to accelerate the disbursement process, noting that timely funding is critical to the county’s obligations and progress on developmental projects.
He emphasised that financial delays are more than administrative setbacks, they disrupt governance and hinder the delivery of essential services, with residents feeling the impact most acutely.
