Where is Wajir Assistant County Commissioner and Huduma Centre manager Hussein Mohamed?

Hussen went missing on Tuesday last week, immediately after receiving Public Service Cabinet Secretary Geoffrey Ruku in the county and was seen seated among the dignitaries.

Lawyer Danstan Omari has sued the Inspector General of Police (IGP) and the Director of Public Prosecutions (DPP) to produce the missing Wajir Assistant County Commissioner (ACC) and Huduma Centre Manager Hussen Abdirahman Mohamed.

Hussen went missing on Tuesday last week, immediately after receiving the Public Service Cabinet Secretary Geoffrey Ruku in the county, and was seen seated among dignitaries.

Danstan urged the High Court to order the IG, DPP and the Attorney General (AG) to produce Hussein in court to stop the continued violation of his rights.

He said there is a justifiable belief that Hussein is being held by the IG, DPP and AG, who are tasked with investigating, finding and producing the national security officer or his body.

According to the lawyer, an ACC is a senior-ranking officer who cannot vanish mysteriously without a trace; therefore, his disappearance raises questions.

"Before the unconstitutional, illegal and surreptitious abduction and forceful detention of (Hussein) incommunicado, the respondents (IG, DPP and the AG), he was going about his duties as the manager, Hunduma Centre Wanjir, with no feuds or known enemies or assailants who had ill intentions against him and intended to waylay (Hussen) for whatever reasons," states Danstan in suit papers.

"The applicant (Hussein) was last seen during the event of the visit of the cabinet secretary in the office of Public Service to Wanjir, where he sat among the dignitaries that were welcoming the CS to Wanjir County and whisked to unknown or undisclosed locations."

The lawyer told the court in an affidavit that Hussein's disappearance was reported at Sonjir Police Station in the county on July 10 in a bid to unravel the ACC's whereabouts.

He said the rights to freedom of movement and association have been infringed.

"This court is humbly invited to protect the constitutional rights and fundamental freedoms of (Hussein), lest the promises to all persons under our constitutional dispensation are trivialised and rendered frivolous," states the lawyer.
