Kajiado ranked last with only 8.3 per cent spent on development, while Lamu (11.7 per cent), Machakos (12.5 per cent), and Mombasa (12.5 per cent) also reported some of the lowest development allocations during the period.

Nyeri County allocated just 13.8 per cent of its total expenditure to development in the first nine months of FY 2025/26, the lowest among counties, according to the Controller of Budget. West Pokot and Nakuru followed at 13.3 per cent and 13.2 per cent, respectively.

The rankings are based on county governments' development expenditure during the first nine months of the FY 2025/26 budget cycle, according to the Controller of Budget's report.
