Isiolo County Assembly revokes Clerk Salad Boru’s appointment over gross misconduct

Isiolo County Assembly has officially revoked the appointment of Salad Boru Guracha as Clerk of the County Assembly following damning findings of gross misconduct, incompetence and multiple violations of the law.
The resolution was passed during a special afternoon session on Tuesday, as Members of the County Assembly unanimously adopted the report of a Select Committee probing his conduct.

The report, which was tabled before the House by Select Committee Chairperson Nicholas Lorot Ewoton, painted a troubling picture of systemic abuse of office and disregard for constitutional obligations.
It followed weeks of investigation by the committee, formed through a House resolution on July 29, 2025, after the County Assembly Service Board (CASB) voted on July 15 to initiate disciplinary proceedings against Salad.
According to the committee, Salad failed to provide lawful and impartial procedural advice during the Governor’s impeachment process, exposing the Assembly to serious legal vulnerabilities.
The report also revealed that he sabotaged public participation efforts by unlawfully cancelling public notices on June 17 and 20, and was further implicated in the irregular election of a Speaker, allegedly using fraudulent and unprocedural documentation.
He was accused of reconstituting the County Assembly Service Board without legal mandate and unlawfully administering oaths of office.
The Clerk, who has been at the centre of controversy for months, was also found to have failed to convene Management Committee meetings for over one and a half years, a neglect that the committee said compromised legislative planning and oversight. In addition, the report cited gross financial mismanagement under his watch, particularly of the Car Loan and Mortgage Fund, where he allegedly approved irregular disbursements without proper authorisation.
Salad was further accused of assigning himself an official vehicle while also drawing a commuter allowance, effectively earning double benefits in violation of public service rules. He also failed to remit statutory deductions to LAPFUND and NSSF, resulting in the accumulation of arrears, and persistently refused to submit mandatory expenditure reports to the Assembly in breach of the Public Finance Management Act, 2012.
Despite being given a chance to defend himself, the assembly said the embattled Clerk did not appear before the committee nor submit any written response. He had been formally invited through a letter dated July 30, 2025, under reference CAI/SC/INV/07/004.
In adopting the committee’s report, the Assembly recommended immediate revocation of Salad’s appointment and called for investigations by the Ethics and Anti-Corruption Commission (EACC) and the Directorate of Criminal Investigations (DCI). The House also directed the Auditor General to conduct a special audit on the Car Loan and Mortgage Scheme Fund and ordered the recovery of all public assets and benefits acquired unlawfully.
It further declared the Office of the Clerk vacant and instructed the commencement of a recruitment process in accordance with existing laws.
“The evidence presented before this committee showed clear violations of the Constitution and other laws, undermining the integrity of this Assembly and exposing it to legal risks,” Ewoton said.
The Assembly reiterated its commitment to transparency and the rule of law, stating that the action taken against Salad was necessary to restore public trust and uphold the dignity of public office.
“Upholding integrity begins with decisive action. The House has sent a strong and clear message that misuse of office and abuse of public trust will not be tolerated,” the Assembly said.
